1. When was FRSC established?

Before exploring the history and full meaning of FRSC, at least we must know “What is FRSC?”

FRSC is the abbreviation of Federal Road Safety Commission Nigeria or Federal Road Safety Corps, responsible for the administration of road transport safety throughout the country.

FRSC operates in all states and is assigned the lead agency to administer and manage Nigerian road safety. Statutory functions of Road Safety Corps are maintaining the safety of traffic infrastructures, checking road worthiness of transports, raising driver’s education as well as minimizing road accidents.

Back to the main idea, when was FRSC established?

When FRSC hadn’t been set up, there was several isolated attempts in addressing the traffic problems but the results were not always positive. During the 70s, Nigerian Army had trained their staff to raise road safety and traffic awareness among residents, commencing with the campaign of annual Road Safety Week.

After that, some more solutions were proposed such as the introduction of National Road Safety Commission (NRSC) or Oyo State Road Safety Corps but their impacts were not sustained.

Given the exponential rise in traffic collision, the government decided to establish the FRSC – Federal Road Safety Commission or Federal Road Safety Corps in 1988.

2. Functions of FRSC and VIO

Functions of road safety corps vary, including 22 specific responsibilities. To assist the FRSC, different departments help take charge of distinctive issues, in which the VIO and VIS are of great importance.

2.1. Duties of FRSC

  • Making the highway safe for motorists and other road users.
  • Recommending works and devices designed to eliminate or minimize accidents on the highways and advising the Federal and State Governments including the Federal Capital Territory Administration and relevant governmental agencies on the localities where such works and devices are required, and
  • Educating motorists and members of the public on the importance of discipline on the highway.
  • Preventing or minimizing accidents on the highway.
  • Clearing obstructions on any part of the highways.
  • Educating drivers, motorists and other members of the public generally on the proper use of the highways.
  • Designing and producing the driver's license to be used by various categories of vehicle operators.
  • Determining, from time to time, the requirements to be satisfied by an applicant for a driver's licence.
  • Designing and producing vehicle number plates.
  • The standardization of highway traffic codes.
  • Educating drivers, motorists and other members of the public generally on the proper use of the highways.
  • Giving prompt attention and care to victims of accidents.
  • Conducting researches into causes of motor accidents and methods of preventing them and putting into use the result of such researches.
  • Determining and enforcing speed limits for all categories of roads and vehicles and controlling the use of speed limiting devices.
  • Cooperating with bodies or agencies or groups in road safety activities or in prevention of accidents on the highways.
  • Making regulations in pursuance of any of the functions assigned to the Corps by or under this Act.
  • Regulating the use of sirens, flashers and beacon lights on vehicles other than ambulances and vehicles belonging to the Armed Forces, Nigeria Police, Fire Service and other Paramilitary agencies;
  • Providing roadside and mobile clinics for the treatment of accident victims free of charge.
  • Regulating the use of mobile phones by motorists.
  • Regulating the use of seat belts and other safety devices.
  • Regulating the use of motorcycles on the highways.
  • Maintaining the validity period for drivers' licences which shall be three years subject to renewal at the expiration of the validity period.

Accordingly, the FRSC has the power to arrest or prosecute any person who is suspected of violating traffic laws.

2.2. Functions of VIO and VIS

These two forces, Vehicle inspection officers and Vehicle inspection services work closely together to support FRSC and Ministry of Transportation.

Their duties include:

  • Inspecting and issuing certificates for vehicles’ road worthiness
  • Maintaining the sanity on Nigerian roads and highways
  • Training and testing drivers for driver’s license application
  • Testing riders applying for Riders card
  • Educating drivers through public lectures and seminars related to traffic laws
  • Inspecting vehicles involved in road transport accidents
  • Certifying driving schools
